The adsorption of 4He on neon-plated graphite is examined for both the single-particle case and the zero-Kelvin liquid state. The effects of the oscillations of the neon atoms are included. The band structure for the single 4He atom is calculated for the lowest six bands. The results show 4He to be almost free-particle-like in behavior. For the liquid state, the energy per particle and the local density variations are calculated for areal densities less than 0.07 Å-2. The effect of the substrate is to slightly increase both the binding energy of the liquid and the zero-pressure density. The stability of the liquid state relative to two low-density registered phases is estimated.
